Trev's post says it all, basically.     I'm a big beleiver in the theory that the magicla heavyweights have some good reasons to pass on spikards, as well.   I would let a player obtain a spikard if they put in enough time/planning/points/etc.   I consider them very powerful, but very dangerous artifacts with numerous drawbacks, both well known and not so well known.   if some one want something and does what it takes to get it, i say let them have it.  Nothing is free.
