This is clearly an attempt to make a TTRPG version for the Fallout video games. Pre-war zombie type PCs, the drugs, armor maintenance, etc, are all things lifted from Fallout.

Yes, I've since been informed as much. Didn't know that myself because I don't play video games.

I have mixed feeling about this.
On one hand, Fallout is excellent for TTRPG. The first two games were just that good in terms of world building and setting development. Game play was clunky even for it's time but it was a lot of fun to explore and play in the provided game area. So good in fact that it's generated 8 video games (not all of them of the high quality one would hope for), an official TTRPG, a miniatures TT skirmish game, two different board games, and a lot of merchandise that is all selling well. It's also spawned a slew of copycat products, inspired others, and has fan made content just flowing.
On the other hand, this means that Atomic punk is a one book release most likely. Any further content developed for it will either get too close to the official Bethesda IP as to possibly violate the law or become new material that's not cannon and therefore make it feel weird and out of place. It also means that the writer was simply mechanically adapting someone else's IP and didn't create a setting. This isn't bad per se, but it's not useful for me to determine if future products are worth exploring.
I would have been much more intrigued if it had been Fallout inspired and he had developed his own setting. However, there are enough people that love Fallout and want a Fallout game that I think this will pretty well on the market.

You bring games to my attention I may have otherwise not known about frequently. You also cover them in enough detail as to decide if it's something I want to explore further.
