Rolled a 5.
Rask is indeed Bellayne born and raised. I avoided creating his family etc but i see his dad as a minor duke and him having 2 brothers one older one younger and maybe a handfull of sisters.
I can flesh it all out if you like just trying to avoid boring everyone to death :-)

OK, you received the Cure Legacy!  

Here's the Good:  "The caster can heal damage equal to 1 hit point, plus 1 hit point per his or her level (2 hp at 1st level, 3 hp at 2nd, etc.), to a maximum of 16 hit points. Healing must be applied all at once, but can be applied to one or two recipients, plus the caster, if desired. Recipients must be touched by the caster. The hit points are split among them as the caster desires."

Here's the Bad:  There are certain physical detriments if you become Afflicted.

Here's the Ugly:  You permanently lose 1 point of Dexterity.

So this makes your dad a powerful Viscount.  Now, I would like to be bored to death please. :)

Yes, a character can activate his/her Legacy three times a day.
