This is a site for discussing roleplaying games. Does anyone one know of any official rules for ERA (Explosive Reactive Armor) or Drozd system in T2K? Heck even home rules?

Well, second edition is a completely different game but ERA is covered in Fire Fusion and Steel for TNE so it's compatible.
