Took awhile to find a free one that I could actually say I'd love and want to play.  But Nemesis fits that bill perfectly.

OK, I'd have to say Marvel Super-Heroes, as it's the only free RPG I've ever played (wasn't free when I played it, though).

There are a lot of nifty freebies that I've never tried; FATE and Shadows of Yesterday both look cool, and the Pool's not bad. Also, Levi's Perfect20 looks awesome.
