As the title says.
 
This is a tough one!  I love Risus, think FATE's pretty cool, and Iridium's Core is top-notch, but there are so many other's I've gotten use out of.  Perfect20 is great, I really want to explore JAGS a bit more, and Encounter Critical is the best game never to exist.  So what's you fave, or, lieu of that, short list?

JAGS revised seems really good, I just haven't had time to read it.

Time Lord looks like a really cool game.  I have the .pdf but I am waiting for the actual book copy of the game I won to arrive before I read it.

That is a difficult question, as there's a number of very good ones.

I suppose I could even count D&D, given that the SRD is freely available.

I still think POWERGAME is one damn cool rules-light supers game.

Monsters & Mazes is nifty dungeoncrawl fun.

Fallout PnP is awesome and a half.

Time Lord is pretty damn cool too.

It's technically not complete.  You cannot generate characters or advance them without house rules or purchasing the PHB.

Otherwise it'd be my top pick.

In its absence, I put Witchcraft as my top pick.  RISUS and Encounter Critical come a close second.
