I guess it was a lack of vision on their part. You might say that without the Cyclops, the section on Giants lacks the depth it deserves.

Ancient History

What the Hell are you on about? There have been cyclops in every D&D edition that has monsters. Granted, not in the Monster Manual, but in other supplements.

Ancient History

In 3e there are cyclops listed in Deities and Demigods and The Shining South (a FR book). There was also a Dragon article about Cylcopeans in issue 327.

Interesting, they seem to start off as smart Storm Giants and get dumbed down to hill giants with one eyes.

Now that we've sorted out where they are in the books, I'd like to propose an answer as to where they are in the game:

In the Minokleon islands, guarding an ancient and ruined citadel wherein a magical, prophetic mosaic can be found.  Your heroes may reach the islands by boat (after navigating dangerous, rocky waters), and set ashore on a dazzling yellow-white beach, from which the citadel's crumbling columns can be seen high upon a rocky promontory.  The beach recedes into scrub and then olive-tree forests as the party goes inland, and soon loud, heavy footsteps can be heard crunching in the undergrowth...
