Mechanics for Defining Aspects

Hypothetically, if you liked Fate Core aspects but wanted them better defined, what mechanics or house rules might you use to make that happen? Is there anything that can be done to reconcile the "always true" with "you have skills, powers, and stunts"? Is there any variant that requires/allows you to define what in fact the aspect actually permits and how it can be compelled? Something less free-formy.

Sounds like you want something like BESM does? (Big Eyes Small Mouth)

That allows you to come up with aspects. But you place some sort of value on it and how it does or doesnt work.

Quick example from one of my players 1st ed copy what you want falls under Unique Character Ability. Ranked 1-5. For example an animal companion. At rank 1 it doesnt impact gameplay or the PC much at all. At rank 3 its having a fairly frequent effect and at level 5 its pretty much the PCs major power. Or the difference between a force field that just keeps you from getting dirty, and one that can withstand a recoilless rifle round, or more.
