The original Wilderlands you would be correct. But the Boxed Set is more involved that that. Because all the ULP (Universal Location Profile) have been expanded into two to three paragraph descriptions with more stats for the locations themselves and updated stats for D20.  So more work is saved for the GM over the original.

Depending on your ability to improvise and on the character's level, Wilderlands is low-prep. Especially when it comes to plots, as they just manifest by themselves through the hex-crawl style.
Nevertheless, it's not all monsters, so a good set of NPCs --possibly with some prior look at likely next hexes-- will come in handy. Obviously easier with something like C&C than with D&D 3++ or Iron Heroes (with PC classes).

Yeah, that's why I think that the Wilderlands works especially well with C&C.  Obviously D&D 3e and other systems work too, but the easier it is to come up with quick stats, the easier it is to use the Wilderlands on the fly.

Although I'd have to say that it really doesn't matter that much. The Wilderlands are pretty uncivilized, so it's more likely that you meet a monsters than humanoids. And for once, the "weird shit" argument against 3E doesn't apply. Here, half-dragon half-celestial gem elf sorcerer-hexblades-nuclear knights have their time and place and the same goes for templated creates and monsters with character levels.
On the other hand, I'd rather play without the D&D magic system (in all incarnations). I'd like something more mystical and dangerous for the Wilderlands. I could imagine a fun campaign with the Tome of Magic Binders and Psionics as the only magic systems.
Or as I've said before, Iron Heroes, in default, suicidial-arcanist mode...

Another good option would be "Planned Encounters", the '83 third party supplement for EC, although that's a little hard to find nowadays.

The game where almost every races has its unique skin tone? Where you've got neanderthals, lost Atlantean barbarians and crashed antigrav vehicles lying around? In most settings, weird character types would be hard to fit in. The Wilderlands have enough free space for that. Just pick a mountain hex for the monastery of nuclear knights and you're set...
