Best superhero game I ever ran used Gamma World 2nd edition as the core rules.  We just rolled up a bunch of random mutations, justified them as 'powers' and got to work.

I played a lot of Marvel back in the day. Then played a lot of Heros Unlimited. HU isnt as flexible as a lot of systems, but I've had a lot of fun with it. I voted myself Marvel in the poll. As I probably played that more than any other super game. Lot of good memories attached too.

HU powers are fixed choices. Example (This is just off the top of my head so it may be slightly different in the book) Energy expulsion light the character would start off at say 2D6 damage. Then as you gain more levels it may go up in damage. Where as in other games a similar energy blast may be able to be started at a large range of damage (depending on luck of the roll for power lvels in FASERIP, or how many points you spend biulding it like in champions). That and say like a power like colossus from the x-men in HU you get a specific AR and SDC bonus (along with a strength bonus) Where in other games you could lower or raise the protection level depending on the type of charcter that you invision.

Marvel (FASERIP) here as well.  It's free and it's easy.  Like James has said elsewhere, with all of the examples of Marvel heroes it's really easy to model characters based off of known examples that players instantly identify with.

While DC Heroes was one of my first RPGs, and I still have something of a soft spot for it, if I were to pick any system for Supers it would have to be POWERGAME.
