What seperates a witch from a cultist?

Sometimes cultists are granted powers by the beings they worship. Anyway cultists are (evil) priests. Witches are (evil) mages. Defining Witches is quite hard in RPing terms as they seem to be quite varied.

But when someone mentions Witch to me, I generally think of the Satanic stereotype.

A Witch is a Hybrid Spell User of the Realms of Essence and Channeling (RMCII).

A Cultist is a Semi Spell User of the Realm of Channeling (RMCVI).

I know Cthulhu and Kult have a focus mostly on cultists. Is there a setting that has both cultists and black magic users in spades? I am searching for it, but it often leads me to Cthulhu (I don't want to do the Mythos), WoD (I don't like the way the books are written), Esoterrorists (I don't like the Gumshoe system), Unknown Armies (Too weird and I don't want to have magic using pc's) or Ghostories (Too sparse on setting material). I am a bit clueless here and I am searching my ass off, but all I seem to find to my liking is often historical like Witch Hunters Invisible World, Shadows of Esteren and Lex Occultum. But I do want a modern game. Is there a game that focuses mostly on the occult (possessions, hauntings, black magic/witchcraft, cults/sacrifices, demons etc.) and has a setting with all of that straight out of the can?

If you're looking for that where the PCs aren't necessarily meant to be supernatural themselves, there's Beyond the Supernatural by Palladium.
