While nothing is stopping you from tweaking Call of Cthulhu to taste, these are some of the reasons I'd go with BRP (the gold book) instead of straight-up Call of Cthulhu.

The BRP gold book is full of options and optional rules and is designed to be adjusted. It has options to adjust the lethality, options for something like "fate points", sanity rules are optional/adjustable, it has options for power levels, et cetera. You get the benefits of Call of Cthulhu's base d100 system and a whole host of predefined options to adjust the rules to suit the kind of gameplay you want. The only real downside, to my mind, is that you need to define what options you're going to use instead of having everything "preset" for you.
The problem is not that power corrupts, but that the corruptible are irresistibly drawn to the pursuit of power. Tu ne cede malis, sed contra audentior ito.

Amazon currently has 20 copies of Buffy Revised going for $39.41 (plus numerous other sellers at varying prices) so it's not that hard to get in print (and pdf is always an option). You could also use Army of Darkness (which in some ways could actually work better...), Angel (but this one seems harder to find in print), or even Ghosts of Albion (almost impossible to find except in pdf, but that's cheap).

The game All Flesh Must Be Eaten might be a good fit. Easy system and easy to modify to your tastes. Check it out.

I'd recommend a cinematic unisytem over a classic unisystem for ST, but if you fo go classic, the Conspiracy X 2.0 isn't bad.

Conspiracy X features government agents, weird psychic stuff, aliens, and lots of mystery with some horror opportunities. The other game is zombie horror and that's basically it.

  This is going to lead to an off topic question, but do you (or anyone else) know what happened to them?  I have quite a bit of their stuff, and it sure looked like it would play with some conventions I like (skills, better hits from rolling higher, targeted shots, armor being Damage reduction), and a guy I liked (Carella...though he did love to power creep) and never really got to play it too much.  Did something happen?  A death, bankruptcy?  Over extended?  I just remember their stuff being a pretty good buzz over a decade back and now sort of ....poof.
