Ah...time to pull out the really obscure games.  Here are two that I can tell you absolutely nothing about, except that they're by Dave Nalle (of Ysgarth), who primarily designs and sells a wide variety of very nice fonts.  I like Ysgarth and Oroborus (also on the page I'm about to link to), but haven't seen these two:

Dark Albion (London by Night) and the second one is Shakespearean Adventures

For articles on Victorian High Wierdness (among others) may I recommend The Fortean Times. Charles Fort, the inspiration for the magazine, was post Victorian, but like his contemporary Lovecraft he relied a great deal on Victorian Era tales and legends for his writings. FT has covered Victorian Era ghosts, apparitions, events, and occurances in numerous articles; including a number on Jack the Ripper and Springheeled Jack in his numerous incarnations.
Any one who thinks he knows America has never been to America.

It's scattered.  Based on blakkie's link for Dark Albion,  I found a similar link for Shakespearean Adventures.  From that description, though, it seems it is based on Shakespeare's Italian productions, and so is not the specific genre you were asking aobut.

Of course, the actual Oroborus mechanics are available for free here.

I'm certain that somebody has already mentioned it but Age of Empire is a RPG of "Mad Victorian Fantasy".
