I dug these up -- the last time I played a Doctor Who campaign (we used the TIMELORD rules), it was a one-on-one, and I mocked up DVD cases for my friend's character ("The Traveller"):

OOh Look! A geek fight on technicalities in a "canon" universe. (This is why some people leave STAR TREK fandom too much of that silliness)

 Arcane , I like Rotwang's suggestion of a robotic servant to a Time lord recruiting perople to crew the TARDIS involved.  Maybe the robot and TARDIS  were accidentally orpjhaned by the Time War.  The robot might believe iuts master/owner to still be alive and wants to rescue him or her. Gives it a motivation to recruit the player characters involved.

 Its your game - just play fast and loose and have fun with it .

 If you did lose your GURPS 4th/e books , you could just down load the pdf version of GURPS LITE 4/e from the SJG website. Its FREE after all.

 Your choice.

Right now, all I have is pretty much what I posted originally, plus an idea for the first episode.

Basically I intend to run it very episodic, just hopping about the universe, solving each problem as it comes.

Once I get a more comfortable running, I might play about with Davies' technique in the new Who, of not so much an overall plot, so much as dropping hints to possible future episodes, like the Bad Wolf from Season 1.  

I'd like to possibly lead into some possible plots revolving around rediscovering or rebuilding Time Lord society at some point to, if the game survives that long.

There's a really awesome adventure seed generator in it.  Takes a bit of playing about with to get the results to make sense, but it does a pretty good job of generating classic Who style plots.  

It's actually what I started with for my planned first episode.

Kind of related:

 Back in the late '80s I started to base my GM storytelling style on the way DOCTOR WHO writers sructured their stories.
 The first "Doctor" our local station showed that I watched was he Peter Davoson one ...then I caught the one that followed him. Have now seen at least 6 or 7 stories from every versiuon of the good Doctor.

 LOVE the currnt incarnation of the past 2 years.

 Anyway, in the older serialized ones I noticed this pattern: 1st part off with something small and a little "off"  that is actually a bigger clue than the Heroes realize.  The Doctor might say "Hhmm, that soup is the wrongcolor for this time of year...isn't that odd?" .
Then by the final chapter or climax the chain of clues and connections has led up to Thing that could destroy the Space-Time Continuum as We know it !!! (and wouldn't that be a bad thing? you culdn't find decent soup then. )

Small things that lead to possibly apocalyptic things...with a side trip for really good soup.

 That was my old take on Doctor Who stories.

 Might work for RPG campaigns as well.

Oh absolutely.  

The series even makes light of itself on that point, how everywhere they wind up, even if it seems innocuous at first, there's inevitable Trouble!

Rose actually started to get downright excited whenever the Doctor discovered Trouble, as did Ace in the McCoy days.

Maybe Timelords have a sixth or even seventh sense where they just recruit repressed "adrenalin junkies" to be their companions.  All they needed was meeting the Doctor(or a Timelord)  to know that they wanted Adventure!! in their lives.
