Ok this is a bit tongue in cheek but I was talking with my some of friends about the old days of roleplaying. One of them brought up. "Hey remember whimsy cards."

I looked up and sure enough it started coming back to me. So now my pop psychology answer for the whole storyteller thing is that the whole Forge/Storyteller thing is it really just people taking whimsy cards to an absurd extreme.

I've got a set of those!  I almost busted them out for my new Star Wars game last night.  Many moons ago I totally wrecked a session of a continuity-heavy Champions game by introducing them.

Whimsy card SEEM like a good idea. I would use them for a paranoia game or a toon game. But for anything that you want to play "straight" they seem to quickly turn a session into a comedy.

What seem to happen that one player will play one to change the circumstances of another player and all the sudden cards are flying and a whimsy war started. No matter how restrictive I ruled my players excelled at making simple card plays combine into something ludicrous (and yet funny as hell). I couldn't call it power gaming either just players start getting silly.

After the novelty wore off we went back to doing without them.

I was intrigued when Shannon mentioned them in his rpg.net history of whatever Lion Rampant was renamed into...

I think they're cool. The designers just seemed to have made one fatal mistake: They put the cards in the hands of the players.

Instead, they should be drawn randomly from a deck, at precisely timed intervals (real time). A die roll determines a) which character (if any) the card is about, and b) which player gets to describe how so.

Pierce, that's a great idea.  One Whimsy card an hour would be enough to inject some freakishness in most games I play.
