This is a site for discussing roleplaying games. Have fun doing so, but there is one major rule: do not discuss political issues that aren't directly and uniquely related to the subject of the thread and about gaming. While this site is dedicated to free speech, the following will not be tolerated: devolving a thread into unrelated political discussion, sockpuppeting (using multiple and/or bogus accounts), disrupting topics without contributing to them, and posting images that could get someone fired in the workplace (an external link is OK, but clearly mark it as Not Safe For Work, or NSFW). If you receive a warning, please take it seriously and either move on to another topic or steer the discussion back to its original RPG-related theme.

I know of "Space & Steel" but I'm not sure I'd recommend it unless its been improved--it was short, needed more setting substance, and had some hiccups due to poorly explained rules. (Combat most notably was hazy.)

I'm not familiar with it, but what about Etherscope? It says its "Punk victoriana" whatever that means, so maybe not.

For a good Sword & Planet setting I would recommend Jack Vance's Tschai.  There is even an excellent GURPS treatment of the setting called Planet of Adventure.

I don't know if this is any help.  Its not an rpg book (so no stats) but lots of info  any way on Edgar Rice Burroughs Barsoom.

I haven't looked at it myself, but you could try The Dictionary of Mu.

GURPS Mars has a section on more retro depictions of the planet.
There are some free outtakes for GURPS Lensman.
GURPS New Sun for a much cheaper, easier to read, and illustrated adaption to GURPS of the author's concordance to the Gene Wolfe series. ;)
GURPS Planet Krishna for some L. Sprague de Camp.
Jorune with some of the best artwork in RPGs ever and some great ideas. Very much in this genre.
Tekumel for Aztec Buck Rogers on jungle resort world 1000s of years after the stars went out. Alien Dinosaur Plexiglass Sword & Jungle Planet.  I've been tempted to fold in BESM2e/BESM Space Fantasy with Tekumel: Empire of the Petal Throne for a generic Planetary Romance ruleset.

Dictionary of Mu was certainly inspired by the Barsoom books on one hand and the Kull and Conan stories in the other but I don't think it is in the rayguns and helmets with fins on it and blue princesses from other worlds that The Evil DM is looking for.

A buddy of mine played an Adam Strange analogue in our Spirit of the Century game named Hadrian Helm and it worked pretty damned well.

Here's a thread with a pic.

Fun stuff.

Good luck in your search.
