Title: Star Adventurer question.

I have Pundit's own Star Adventurer game.  Essentially a Star Wars style game.  I like it a lot. 

So I have one question. 

Skills are checked using this setup.  1D20 + skill bonus + attribute score bonus.  Beat a target number. 

Psychic skills are similar.  1D20 + psychic skill bonus + Charisma bonus + character level.  Beat a target number. 

The psychics add their level to the roll, while skills do not.  When rolling piloting or navigation it is just the skill bonus. 

Is the reason because the psychics lose use of their power for a duration of four hours, and regular skills don't have that penalty if you fail a roll?
