I've gotten a review copy of Age of Treason, and it appears that its a sourcebook that's "legend compatible".  What exactly, then is the Legend system?

Yeah, Mongoose RuneQuest II; now called Legend. Legend is RuneQuest II with all the references to Glorantha and RuneQuest removed.

This is the blurb from Mongoose:

Legend is available for $1 from RPGNOW and Drivethru as PDF, and the add-on Spirit Magic (which you need for Age of Treason) is free. Monsters of Legend is a useful purchase - required for the GM if you want any monster stats at all - I think that's $12 for PDF.

Arms of Legend is not needed for AoT, since those additional rules that are in there for things like Enchantment and Alchemy have their own variant rules in the AoT book that are presented complete. Also the forthcoming Companion book has its own price list, which builds the pricing for wages, goods, arms and armour, land, livestock etc from scratch using ancient world data (similar to a setting like Harn building on known medieval data but frankly not quite so extensive or involved).
