Well BESM3 is lite GURPS style crunchy. It has skill lists. Not much tailor is needed. Obviously if your playing a stone age game computers and high tech skills are out. But that should be obvious to players. If its not fuckem let them take useless skills. If you know what I mean. The point cost for skills can be done in two ways. All skills have the same point cost. Or different costs depending on genre. I've met people that like it one or the other. But that way you can pick whats good for you. Besm3 also has all the traits, and disadvantages. Certain ones you may declare off limits for your campaign. Which doesnt require you to make lists or anything. Just tell the player hey you cant pick Weapon, or magic or whatever. And from a personal stand point I'm really digging the new roll over system as opposed to the old roll under. The down side is that it costs money. As I know of no free version. I personally think its worth a purchase. But your milage may vary.
[Edit] Damn I just realised you wanted a game with hit locations too. Which I dont recall BESM3 having. Well If you did mind tacking on your own hit location rules (or ones stolen from somewhere else) it still may be the way to go.

The game that comes to my mind based on your description is CORPS (2nd edition). There are a few RPG.net Reviews here. It has hit locations, it's good for gritty play, you don't have to do your own skill list. Might be worth checking out.

CORPS is a good suggestion, if you can get it, the first edition is a tad bit simpler. (Just ditch the Illuminati stuff)

MSPE is less than $10, and only about 100 pages. So it's shorter and cheaper than a lot of the suggestions. It has hit locations and a well-developed skill list. CORPS is crunchier. Fuzion's free. Both of those require a little more work out of the box than MSPE, but they do more stuff. CORPS has some paranormal powers. Fuzion has a cool dogfighting rule. They're all pretty slick in play.

If this was RPG.net, the unisystem fanboiz would jump into the thread and answer these questions.  In their absence, I'll try my best.

IIRC, there are two variations to Unisystem.  "Classic" and "Cinematic".  The two main differences are that classic has a pretty comprehensive skill list, while cinematic has a much shorter skill list.  Cinematic also has a drama dice / fate point mechanic, allowing you to alter the outcomes of bad rolls.  There may be some other differences, but that's all I remember at the moment.  There is no reason why you can't mix and match components of classic and cinematic if you wish.

All Flesh Must Be Eaten and Witchcraft are both classic unisystem, while Buffy and Angel are both cinematic.  I believe the skills and abilities are pretty much standard between them other than the classic/cinematic distinction and a few minor variations for genre flavour.  Almost every game book from Eden is pretty much a stand alone book with a complete set of rules.  And the core rules are pretty much the same from book to book, slightly re-written to fit with the flavour of the genre.
