The main concern I have there is that aiming is what makes guns really deadly but that could really encourage the constant use of ambush sniper tactics.  Such tactics are incredibly effective in the real world but they make for very one-sided and quickly resolved encounters that are not only not terribly interesting for those carrying out the ambush and/or sniper attack but also quite awful to be on the receiving end of, or to constantly worry about being on the receiving end of.

I think Runebearer actually handles this fairly well in that there are a set of general maneuvers to which everyone has access. These maneuvers are  situational and offer penalties that very closely balance their benefits. So, if you are facing multiple opponents, you might sweep, if you are willing to take the penalties to hit and damage... but you might wound two of your foes! If you are facing a dangerous enemy and are out of position, you can give ground, but then you are hindering your offense.

In the most recent version, I have added talents on top of that system. I am still testing talents, and it might degenerate into what you've described. So far, so good though.
