What rules systems could really use a killer "setting" to really kick them into gear?

Currently lacking a published setting for the current edition, Spycraft 2.0. Hopefully World on Fire will be that setting.

Blood of Heroes. A reissuing of the game with such setting + good artwork would be mandatory, of course.
