[Risus] Stock my Humanity vs The Great Monster Conpiracy Game!

I'm gonna run a Risus mini-series based on the following setting:

Humans are not alone in this world. For millenia there has been The Red Eye, a secret conspiracy of the world's monsters bent on replacing humans. Though smaller in number they have always had their strength, terrible appearance, and a willingness to hide. When ancient human military might hit a high mark with the coincidental rise of Rome and the Han Empires, the Red Eye went into hiding, knowing that discovery would equal their defeat. They spent most of this time in hiding, growing their numbers in the remote places in the world.

Today, The Red Eye has decided to reappear. Though still outnumbered, they are still powerful, willing to use the gifts of technology, and more importantly, they have a plan. They see humans as more fractured, squabbling, and destructive than in any point in history, and the monsters see it as the opportunity to let their long time enemy to defeat themselves, with a little push to send things over the edge. Dipping their clawed hands into the worlds of organized crime and terrorism, The Red Eye has devoted itself into increasing human corruption until either another world war or outright entropy collapses society.

So that's the world our heroes live in, now I need to stock it with groups for and against the PCs. Just so you know, I envision The Red Eye as kinda like an association of moster specific guilds, each one specializing in one form of chaos. Here's my examples to get things going:

The Brotherhood of the Crosshairs
They are the feared wolfman snipers who specialise in political assasination. They use their talents to hunt their marks until the time is right and the high powered rifles they use allow them to remain out of sight.

Wolfman Sniper Stats:

Gear: High powered rifle with top of the line scope (sniper)

The Illithid Cult
This group of squid-headed monsters decided to try their potent minds at quietly corrupting religion. They use powerful psionic whammies to conceal their true nature and to twist the rhetoric and intents of even the most well-meaning spiritualists, turning them to violent zealots.

Squid-headed corruptor stats:
Crazy Mind Powers (5) Scapegoating (3) Brain Ripping (3)

As desirable as they are deadly, these black-hearted succubi steal life away in the most intimate of moments.  They are more fractious and rogue than the other guilds; they don't always kill as part of a plan, but sometimes do it only to sate their needs...which threatens to expose their cover.

The Rabble
Loosely-organized goblinoid shock-troops, easily stirred to mayhem and wanton destruction.  They're more like unionized thugs and goons than anything else; their only goal is to wreak havoc.  They are used sparingly but effectively by other, more sophisticated groups; their leadership, however, contains a few progressive thinkers who are contemplating (however slowly) more complex goals.

Soccer-Hooligans-With-Pointy-Ears Stats:
Go Nuts And Break Stuff (6), Dumb As A Bag Of Hammers (2)*
Gear: Weapons of opportunity, bellies full of hooch (usually)

Dumb As A Bag of Hammers (2) is a perfectly useable Risus trait.  When stupidity is called for, these guys should do pretty well for themselves.

These crafty undead are the propagandists of the monster world.  They use their eerie hypnosis powers to spread disinformation.  Werewolves aren't vulnerable to silver, that's just one of their better PR campaigns.

This group of imps were responsible for Chernobyl, y2k, and most gaming sploitz and hackz you can name. From DRM to child saftey locks on car doors, they're dedicated to making technology user unfriendly for anyone but their Red Eye associates.

Okay, maybe the Shriners are a little too silly, so I'll move on to a slightly less silly pro-PC org.

Freemasons
Of course the're one of humanity's best lines of defence, what do you think secret societies are for? They've been around for millenia in some form or another, cataloging and learning about The Red Eye and its groups. They've considered the past centuries working as philanthropic and political force as simply a sideline job and great cover for the unready masses. Now they have trained scholars and operatives online to fight the good fight.

On a scale of 1 to 10. 1 being pie in the face, 10 being Benny Hill chasing chicks in bikinis while fighting an alien invasion.

I'd give it a strong 5 with moments of sheer 6 or 7.

I would give my shriners a 9. Everything else has been in 4 to 6 range by my personal reckoning.

And I'm having trouble with your calibration.  A well-timed pie-in-the-face gag can be extremely funny whereas Benny Hill almost never is

Edit: got it.  Pie-in-the-face is funny, but not silly.  Benny Hill is silly, but not funny.  Nice scale
