My favorite Recurring Villain is a dead one:
A lunatic Psychohistorian who set the whole Far Frontiers Sector ablaze to manipulate the Zhodani into a frontier war.
After one game year, the group found and killed him.

But his plans were already in motion, and so they kept stumbling over his machinations trying desperately to figure out what he did to whom to cause what.

I have, in fact, read Nobilis cover-to-cover.

Or at least, I came as close as one can do to that and survive. By about page 200 I was in a kind of fugue state, half blacked-out. I think blood was coming out of my tear ducts.

Weep for the Pundit.
