I'm searching for a TTRPG book I once read - maybe OSR?

Hey all. I'm looking for what I think was an OSR game, but it could've been a NSR game, i'm not sure at this point. It absolutely had the traditional ability scores, but they had a cool gimmick. You had stat "maximums" that determined your ability to level those stats up. If you had a Dexterity maximum of 15, you can only increase it to 15.
You could also multi-class, and your ability to take levels in classes was determined based on the ability score maximum; you could only multiclass into rogue if you had a dexterity potential of like 13+? I think?

(The main thing I'm looking for) Additionally, you could spend points from it to either (I think) auto pass saving throws using that ability score or re-roll it. I can't remember which. Or maybe it was increase your saving throw at a 1:1. Either way, this is what I'm looking for.

If any of you recognize this, please let me know, I've been looking for it again for quite a while.

Piece of advice, when making a post called "Looking for a game" people are thinking you are looking to play in a game.

Maybe phrase it like "I'm searching for a TTRPG book I once read" or "Trying to find a TTRPG book I once played out of" that might get you more traffic from people who'd have the answer.

You roll 3d6 for attributes, record the lowest dice, and that's the maximum of the attribute, how many "feats" you get for that attribute, how far in a multiclass you can go, and how many times you can re-roll a save for that attribute (if you spend the Gift / Potential)
