Avatar is a great show. I probably look more forward to a new episode of Avatar than any other show on TV right now (the classic Star Treks with new special effects might change that -- or might not if they do it badly).
That said, it sounds like Qin is a 5 element system while Avatar is a 4 element setting. How well would that work?
I'm also not sure that I want to see anyone do an Avatar role-playing game because I don't have a lot of confidence that role-playing writers would do a licensed sourcebook without utterly missing what makes Avatar a great show. And if someone does want to license the setting to do a game, I'd rather they wait until the series is over and all of the official setting details are on the table.

It's a a cartoon shown on the Nickelodeon network in the United States. Don't let the TV-Y7 rating fool you. It's got more depth that most fantasy and science fiction television shows made for adults. The spell casting is based on real martial arts and it's doing well enough that there will be Avatar Lego sets coming out. Great stuff.
Added: One last thing. The story does follow a definite arc and I suggest watching it in order to see the characterization develop. The first season should be available as a boxed set in the next month or so.
