This is admittedly a shameless plug, as I wrote it myself. I haven't even used it, which is kinda sad. But someone here is bound to be playing Gamma World or something similar. This table should be good for that.

Unsurprisingly, I was inspired to create this after watching Mad Max: Fury Road in theaters.

I'll put a preview of the tattoo section here, to entice people to read the rest:
Tattoo Locations
1 Arm(s)
2 Leg(s)
3 Hand(s)
4 Foot/Feet
5 Face
6 Scalp
7 Chest
8 Stomach
9 Back (post-apoc tramp stamp?)
10 You don't want to know where

Tattoo Designs
1 Skull (or bones, whatever)
2 Fire (or whatever caused the apocalypse)
3 Religious (current religion, or something before the end)
4 Anachronistic (a totemic artifact? Statue of Liberty in sand?)
5 Weapon (Gun, knife, nuke, petri dish?)
6 Name (or symbol indicating name)
7 Vehicle part (engine, wheel, exhaust pipe)
8 Vehicle (WITNESS MEEE)
9 Portrait (Tattoo your own face on the back of your head? Wicked!)
10 Creature (something awesome, like a dingo or a R.O.U.S.)
11-12 roll twice again (if you roll 11 or 12 AGAIN, keep rolling until the character looks like Jack from Mass Effect)

Random Encounters in the Wasteland (Roll a d20)
1. Biker Gang
2. Starving women & children
3. 1d4 Thugs with clubs and/or construction tools
4. Ripper with a chainsaw and his drugged out bald chain & Spike buddy
5. heavy metal band playing on a flatbed truck (because, ...you know, Mad Max: Fury Road)
6. Tanker Truck with an armed escort of four-wheel drive vehicles
7. Ambulance
8. Lone wolf with a booby-trapped high speed interceptor
9. Helicopter (may or may not be flying)
10. Squadron of Ultralight aircraft flown by gang
11. School bus with a merchant/trader and armed guard
12. Pickup truck with spearguns
12. Drifter hitchhiking (may or may not be armed)
13. Drifter hitchhiking (good looking girl with a concealed radio, will call raiders at first opportunity).
14. Foot patrol with rifles, melee weapons, and exotic ranged weapons
15. Abandoned broken down VW bus or RV.
16. Two young kids in a high speed interceptor evading a gang of raiders.
17. Train crossing with a train approaching
18. Traveling caravan of entertainers (armed of course)
19. Evil Raiders / Biker Gang
20. Crazy Tribe or Lost Cargo Cult (may or may not have vehicles).
