I personally would want a Savage Worlds supplement devoted to the high level actions of 3.5 D&D characters, whom I consider superheroes.

3.5 was great at giving players that ability, bad at the being a playable game part (especially for any poor GM that needed to run high level 3.5 or Pathfinder)

There is no currently legally available MEGS/DC Heroes game, and I could imagine a solid clone or possibly variation on that could be a welcomed RPG. Sometimes I imagine a supers RPG that ran on the WW Street Fighter RPG engine, focused more on the more TMNT/Street Level side of things could be cool. It is hard for me to imagine wanting too much of a setting, unless it was just there to serve as an example in a supplement about "Superhero Sandboxes" and other advice about superhero gaming and setting/scenario set-up. Creating a setting for superheroes that's gonna make me wanna play in it more than Marvel\DC\Other actual comic universes is a high hurdle to clear.

So, is there anything that hasn't been done yet?

I dunno. I do think there is room for a solid campaign building/advice style supplement. There could be new supers RPGs I would enjoy (in the vein of DC Heroes, Marvel Super Heroes, Amp: Year One, Pre-4e Champions). Unless they are superheroes or villains from actual comics, I generally wouldn't want a book full of stats on them (though stats for various kinds of goons, ninjas, mercenaries & street punks, etc. are always fine).

What I really want is a system-agnostic book of roleplaying advice for police procedural stories and investigation. If that could include material for street level superheroes, that would be even better.

Call of Cthulhu covers that to some degree and I believe there was one other. Gangbusters? Interestingly enough the LARP for CoC had an expansion book called Shades of Grey that introduced pulp era heroes. Dont know if CoC propper ever delved into pulp heroes. But at least older editions of CoC did have a section on forensics and at least touched on police procedurals of the era.

Luchador supers, preferrably with a pulpy retro vibe. There's a book for Hero system but other than that nothing. I'd like one for Supers! RED, Survive This!! Vigilante City, Airship Daedalus and/or Two-Fisted Tales.

Mutant City Blues isn't system-agnostic but it's a completely underrated game.

I'm still disappointed that I never got my classic Marvel Super Heroes 2099 sourcebook that was in production when TSR lost the license.

I'm also unhappy that WotC's d20 Modern supplement, d20 Spectaculars never got out the door.

Some other classic MSH stuff that would have been neat to see/have would have been a New Universe sourcebook, or an Ultraverse sourcebook.

Past that, I can't think of any particular subject matter that hasn't been covered in some way or another by some game/system.

My favorite superhero comic line is Astro City, which has never had an RPG. I'm not sure how I would do an RPG in that genre / setting, but it would certainly pique my interest.

I think combat should be more streamlined and quick compared to the highly fiddly systems that some superhero RPGs use, but it still needs to support well-defined sets of powers and tactics. (I'm picturing a fight with the Chessmen and different heroes, say.)

I always thought that Science Ninja Team Gatchaman (aka Battle of the Planets, aka G-Force) would have made a decent sourcebook. You have a gaming-sized group of protagonists and a villain with lots of resources and global reach, allowing for a variety of adventures (Despite the general focus, a lot of the episodes didn't actually have giant robots).

Did not Dragao Brazil's RPG Defensores de Tóquio cover that along with the various other subjects? Or Dragao Brasil itself? I know they did conversions for alot of different genre.

Silent Legions (from the same author/publisher as Stars Without Number, and about equally as OSR) includes a one-page treatment of "Luchadores Against Cthulhu", which is basically half system tweaks to suit the luchador genre (including suitably powering-up the PCs) and half a list of suggested luchador moves for PCs to take.

As mentioned, a clone/compatible game with the MEGs DC heroes game would be welcome. It scales from street to cosmic better than just about any other supers game. The issues with the game where most lower/street level characters are practically the same can easily be overcome. I've been running a game without the table for years and each AP makes a difference rather than being grouped into columns.

Another welcome return would be the return of Marvel Saga or a similar game played with cards. Practically impossible to buy at reasonable prices or with a complete set of cards, the game didn't seem to register on many peoples gaming radar until it was out of print.

The OGL could be adapted for both, or change die types, terms etc. Lack of a license may hurt them but neither Marvel or DC license is a guarantee of success. For instance Marvel Heroic. Don't know if the DC license has lapsed for the M&M 3e system.
