First advice is to read as many existing superhero RPGs as you can get your hands on, think about how they do what they do, and then try to put together a salad-bar list of what you want your game to do.  Some existing games you can check out:

For a basic attribute matrix, I've always believed that the absolute minimum number of attributes you can get an RPG player character down to is four, using a matrix of Physical vs. Mental and Precision vs. Force, so you get something like:

Dexterity (Physical/Precision)
Physique (Physical/Force)
Intellect (Mental/Precision)
Willpower (Mental/Force)

If you want to have social attributes as well, Social Precision might be Fellowship, while Social Force might be Bearing or Conviction. If you want to separate out offensive force from defensive toughness, you might add Resistance, so Physical Force is Strength and Physical Resistance is Constitution.  And so on.

One point to remember here is that the fewer Attributes they have and the less granular range they have (i.e. ranges of 1-6 vs. ranges of 1-100 or higher), the more likely it is that multiple characters will have quite similar Attribute lineups. Since every player likes to feel their character is unique, this means you have to make sure they have other ways to be distinct.

I'm assuming that since you called this a Golden Age supers RPG you want the experience of gameplay to feel like the classic Golden Age stories, so the rules should be structured to produce the outcomes typical of those stories -- heroes are defeated rather than dying, combatants get knocked out or immobilized rather than seriously injured, delivering long soliloquies in the middle of combat never interferes with fighting effectively, etc.  Likewise, heroes in a Golden Age story don't usually "level up" the way most RPG characters do, so you may want to go for a simpler character design/progression structure.

For example, rather than going the traditional attribute + skill route to measure character ability you could just create a single set of Capacities, and give them very broad arenas:  Fighting, Perception, Gadgetry, Command, Wealth, what have you -- and then make conflicts a simple higher-Capacity wins unless one of the contestants comes up with a smart tactic to gain a modifier.

Mutants and Masterminds has six attribute, the same ones as D&D. And is a pretty good superhero game that is still in print.

As someone who spent a lot of time building his own game system, I have learned that it is a lot easier to get people to play an established system that other people have heard of.

Not that you shouldn't necessarily build your own system, but a supers game is a lot of extra work.
