A few ideas spring to mind. Arcane/Divine split but not Vancian reminds me of Dominion Rules, but it's been ages since I've read it so I'm not sure if it fits in more detail. It's free, so easy to check out.

Like GURPS but no politics could be either JAGS (free) or EABA (lite is free to give you a taste) in addition to the already recommended HERO.

Varied magic systems can be found in Mythras, and d100 systems have a pretty strong degree of cross compatibility so you can mix and match aspects from different systems pretty easily and make a system you like.

I'm with the guys who say Open D6/Mini-6 are probably your best option.  They're also free, so nothing lost by taking a look.

I'll add that I also find a sword combat system called Dueling Blades by Griffon Publishing for D6 style rules is a lot a fun for 1vs1 fights.  It adds movement as a "damage" type.  A stab thru a chest is one way to win, but so is forcing your opponent to fall off a cliff.

As for the magic systems, that you may need to create yourself.  I liked one system that treated magic as an extra attribute, and each spell as a skill linked to it.  Just like fixing a broken door is a roll of Wit + Repair Skill, Magic could be a roll of your Paranormal + Conjuration to fix the same door. 

D6 has a lot of variety like that. 
I'm glad for you if you like the top selling game of the genre.  Me, I like the road less travelled, and will be the player asking we try a game you've never heard of.

IIRC there was a website with several magic systems for Hero? can't be that hard to adapt them to a different 3d6 game like Action or OpenCore.

Columbia Games is Green as they come. No class system, handles both divine and arcane magic, has rituals, has enchantment rules.

System-wise is based on Runequest/Chivalry & Sorcery, but with a twist.

I recently picked up Novus 2e from Firehawk Games at DTRPG, and I've been very impressed by it following an ongoing readthrough. It has an explicit mystic/arcane/divine split in its magic, with more options if you pick up Libram Arcanis as well.
