The SWN:R deluxe has a stub version of what's in the Codex, but it's really just a framework you can hang existing OSR spells on. The Codex is almost entirely new or expansion content, meant to provide a complete magic add-on with no additional work required.

I bought this yesterday (actually ordered the Hard copy/PDF bundle).
I've skimmed the PDF already and whilst the SWNR book touches upon arcane/magic etc, the Black sun book has a LOT more content and LOTs of GM plug in content and ideas to use magic in your campaign.  
If you're using the SWN core setting, there's lots of background for this to introduce it into the setting.

It's definitely worth getting if you want to use magic with SWN.

I'll probably end up doing a YT review once the hard copy arrives.
