It doesn't matter to me what rule set is in the book, if any, since I won't be using the rules.

Probably Space 1889 by GDW.  Savage Worlds Red Sands is more recent.  I think there's a current game but I can't think what it's called.

The latest version is a Kickstarter-funded English translation of the German edition, which uses the Ubiquity system. The books and PDFs that have been released so far look really nice.

Hang on. Is this a book that ignored all the Victorian-ness about Space: 1889 and turned it into a pulp or steampunk setting?

Well, the Conklin's Atlas sourcebook was, to me, the best Space:1889 sourcebook.
