Probably Space 1889 by GDW. Savage Worlds Red Sands is more recent. I think there's a current game but I can't think what it's called.

The latest version is a Kickstarter-funded English translation of the German edition, which uses the Ubiquity system. The books and PDFs that have been released so far look really nice.
Well, for "the general Victorian zeitgeist," try The Proud Tower by Barbara Tuchman.

Well, the Conklin's Atlas sourcebook was, to me, the best Space:1889 sourcebook.
I'd go with the original.
Whats the status on the movie?
