The Planecsape campaign I ran forever ago was almost entirely in the Outlands.  I didn't plan it that way.  It's just what the characters did.

Anything from a quick one shot, to a multiverse spanning campaign; can be run from the Outlands, without ever visiting Sigil.

I had an adventure featuring the Outlands- though players went to Sigil too.  I was more interested in the Outlands however.  That campaign didn't last long, maybe a half dozen sessions.  I began the "Great Modron March" with a few additions of my own design.  I liked the idea that the realms of the gods could be visited, and they were neutral gods, so some might be friendly/welcoming or, you know, neutral and mid-level PCs were hardly a threat to godly goings on.  They didn't meet any gods but passed into the domains of a dwarven god, and a druidic deity IIRC, plus I did some stuff with the Rilmani, before they got to the modron stuff with the gatetowns.
