City State of the Invincible Overlord question

I know there's a couple of JG guys here and I have a question about Wraith Overlord section in the 3.5 version of CSIO I was hoping they could answer:

How in the bloody hell does the map of the City State sewers map mesh up with the dungeons listed in Wraith Overlord!?  I mean are they assumed to be the first level of all the dungeons?  Are the sewers between the ground level of the city and the dungeons?  Are the sewers below all the dungeons?  Are the sewers dungeons themselves? Where!?

I stare at all the maps for hours and I just can't make heads or tails of it.  To top it all off, I don't even particularly LIKE the Wraith Overlord section of the book, but its a riddle, puzzle and enigma mix that I can't get out of my mind.

Note that most of the dungeons are sub-basements of some kind, others seem to be catacomb affairs, and still others seem to be free-standing dungeons. The first two types make perfect sense after a fashion (indeed, the tunnels that lead to the cemetery incorporate the sewers, IIRC). The latter type is indicative of 1970s dungeon design and, largely, exist because they're cool (not because they make any sense).

Most dungeons connect to the severs on their lowest levels, if I am not mistaken. However, I never gave it much thought, as, while I love the City State, Wraith Overlord is IMHO a pedestrian and uninspiring product - much worse than the unkeyed but well laid out five-level dungeon which ironically ended up as a web enhancement.

After posting this, I read the matieral a bit closer and it does state that the lower levels of the dungeons do connect to the sewers.  What confused me was that the individual maps of the lower levels of the listed dungeons look like mostly unworked, spider-web caverns; whereas the map showing the City State sewers are mostly straight lines.  I'll assume that along the straight paths of the sewers, there's myriad locations where they can branch off into that unworked spider-web pattern of caves.
