   The art book is quite good. If you can find a copy of The Power and the Honor Foundation Catalog, Vol. 1 for a reasonable price, that has even more concept art in it.

I'd do Barbarians of Lemuria over Savage Worlds, for sheer simplicity.
That said, I do think that CAH makes the best fit, despite the OP's distaste for it.

Given that Masters of the Universe started out as a riff on Jack Kirby's New Gods, I'm thinking it needs to be a superhero system.  Champions or Villains and Vigilantes.  V&V might be most appropriate as the random powers seem very much in keeping with the random craziness.  In my Heroes Unlimited campaign there's a recurring hero called Manly Man who is basically a bondage themed He Man.

A He-Man/She-Ra RPG sounds awesome but it'd need to be designed specifically for the setting. No existing RPG can do justice to Eternia and Orko.

My DCC game has had PCs hit 5th and 6th level, which feels like epic level (though a lot cooler, frankly, than epic level D&D).  I wouldn't say it feels quite like Masters of the Universe, more like some kind of insane Tarantino movie, but that may just be my campaign...

First - let me shamelessly plug my own He-Man RPG, the download link of which is in the signature to this post. In play style it's probably somewhere between converting a OSR game and using Cartoon Action Hour.

I agree with some posts on here that if you were looking for something slightly more serious, use a superhero system - say, He-Man using FASERIP. It wouldn't be difficult to put together, and I think it would capture the source material well.

By the way, I read about the author of a game called "sorcery and supersience" (and roughly inspired by Thundarr) working on a second edition based on faserip. I once read a copy of the quickstarter of the game, and find it somehow inspiring, but if suffered from really wonky mechanics. A faserip edition it's something I'd play.

Speaking of Faserip, I think it could do Master of the universe much better than many other suggestion.  With the characters being do-gooders or evil henchman, defined more than thei peculiar powers than by skill or career, and with nobody ever killing anybody, I see a system written to support comic superhero more fitting than a ruleset concieved for S&S (as BoL).
