Well, we don't do Halloween down here in Uruguay (though from what I recall of North America before I left, it sure felt like the real traditions of Halloween from my childhood were all but dead too, I remember those last few years practically no one came to our house asking for candy, and we lived in a pretty populous neighbourhood).

So anyways, help me get into the Halloween spirit even from far away: give me a one-line to one-paragraph adventure description for your "Halloween special", the adventure you would run were you to run an adventure on this spookiest of nights.

You walk out of Wal-Mart, with a full cart.  Somewhere in the back of your mind, you remember, "I only went in to get razor blades..."  But, before you can cogently think through what possessed you to make the additional purchases, your mind flashes on the great scheme:  The roads, laid out in arcane patterns, soaking up the road-rage to fuel the generations-long spells cast by the great, mad kingsprouts who founded the nation.  Their incessant greed culminating in a multigenerational glut for power and wealth, sapped from the populace.  Once fed with bread and circuses, now gorged and glutted on reality TV and fast food, racing about their lives from birth to grave, spilling their lifeforce on the arcane roads and highways that perpetuate the spell in every city of western civilization.  Bound together, their shattered souls spill whatever hope for goodness and peace they may once have possessed into the slavering teeth of those who orchestrated it all: the Masons.

D20 Modern. Get 6-10 players (even numbers help, but aren't a requirement)and draw (or find) a map of a Shopping Mall. Divide players evenly into two teams, Zombies and Regalos. Give Zombie players 2-3 pregenerated Zombie Characters with avg. stats. Regalos roll hardcore d20 modern characters (1st level, 3d6 for stats in order, reroll only if sum of stats is less than 40). Have a deck of index cards with weapons and useful items on them(and maybe a few useless things just to piss them off). When a player break into a store and searches it, give em a random card for the item.
 
The Zombies try to kill the players, the players try to kill the zombies. If the players kill a zombie, insatnt XP. If the Zombies kill a player, that players character becomes a zombie (with the character sheets stats, but zombie feats).

On the eve of Holloween a burst of bright orange light flashes across the sky then fades slowly back to pitch dark. The towns folk notice that the stars are now missing from sky. The next morning, menfolk awake next to their wives only to find them lying there dead. Their left feet missing as though something had bitten it clean off. Skin shriveled and faces sunken in like they were sucked dry. Perhaps the strangest parts, they made no noise and their were no traces of blood. Husbands now grieve their wives deaths, on this Holloween, while hoping their children live to see the next morning.

That sound pretty cool.

you could also take a look @ Hunger. It would make for a great Holloween game.
