Does anyone know of a site where you can find people that want to host and play online tabletops?
Be it D&D or WoD or Fatecore, anything really.
I've never hosted nor do I have the experience to want to even try, but I am really craving a good fun game after watching Harmon Quest with Dan Harmon on Seeso.
It's been a good 4 years since I last played and my brother-in-law and I were thinking it would be fun to get into a game.
Does anyone have any ideas?

BGG/RPGG has sections for online gaming. Play by forum. Probably a "looking for" section too. Might try that?

Roll20 is what you're looking for.  It's the best, and easiest, way to play a RPG online.  At least, IMO.  Especially now that they have an official agreement with Wizards of the Coast.  It has most of what you need to quickly get set up and play.  The biggest games you can find there are Dungeons & Dragons 5E, Pathfinder, Dungeons & Dragons 3.5E, the various Warhammer games, Dungeons & Dragons 4E, and the various Star Wars games, but you can find pretty much anything run there.  My group plays ICONS and Mutants and Masterminds 3E on it.

One thing to be aware of is that the audio quality isn't great, so some groups will use an additional program to handle voice communications or video communications.  Skype and Discord seem to be the most popular.  My group uses TeamSpeak 3.  So just be aware that should you find a group on Roll20, they may ask you to use an additional program while playing.

Another to be aware of is that while Roll20 is free, it does have some paid features which ranges from $5 to $10 per month, but they're mostly for GMs... unless you hate ads. :P

And Celestial, Roll20 is EXACTLY what I'm looking for, to be able to play anywhere.
I've got a couple voice programs all ready to go. Now I just need to find a game! This is SUPER exciting!

Not just GM. At least two campaigns opened recently over there for players.

You should also look into Fantasy Grounds.  It's more expensive but with the expense comes more automation.  I tend to think of it as the place people go where their time is limited and their pockets are less limited.
