I remember when high level was anything from nine on. Ninth was the level that you took on henchmen, a tower or keep, and got handed "responsibilities."

When we only had the Holmes basic D&D box set, we thought anything above level 3 was considered "high level".  (We neglected to use any XP for treasure rules).

I think I can count on one hand the number of campaigns I've been in that lasted beyond level ten.

Might be why the "Sweet" spot of D&D gameplay for me has always been somewhere between level five and ten.

Certainly not in the twenties.....

My personal sweet spot was 9th. It was the beginning of the endgame fighters had 2 attacks per round and were starting to get followers and reputation. Wizards could do teleport with risk.....because everybody was getting reputation it was easy to really get hooked into whatever setting was going on and whatever you did had actual lasting reprecussions, I like that level of importance in the setting. YMMV

Edit: It started getting a bit gonzo at 12+ but those levels were great for one shots and short arc campaigns.
