Could be. I think Storm's okay but Mary Gentle esp her Rats & Gargoyles has had a very profound influence on the kind of fantasy I like, not to mention the kind of fantasy cities I like to create.

Quite a lot.  Even if you take the strange setting as a given, the mechanics are a very dense and inept combination of Mage and the Palladium house system.
