Maybe it's why I don't play/run too many pulp games but mine have been about ordinary people in extraordinary situations.
One was about finding kidnapped teens that were being chopped up as a source of growth hormones.
Another was recovering the body of a brother that had been an water-breathing slave due to a intentional chemical injection.
The most recent is striving to survive and fight back against a group taking advantage of a flooding disaster.

While they contained all the mentioned, it was not their focus.

The Good Assyrian

Personally, what I like in Pulp gaming (one of my favorite genres to play) is:

1. Heroic protagonists who have have *really* extraordinary abilities in one focussed area.  This gives the character a nature sphere of action in which they will be the "go to" person, which ensures that everyone will get screentime.  On the other hand, I don't particularly like the Doc Savage kind of pulp hero who is just plain good at everything, especially for gaming purposes.  The other PCs just end up being that character's flunkies.

2. Exotic locations are a must.  Mongolia, Belize, Egypt...all good.

3. A strong sense of middle-class American morality, along with over the top villains to challenge The American Way Of Life™.  Commies and Nazis are all good.  So are evil Aztec priests.

4. I personally like mixing in actual historical figures into the action, but I am a major history geek, as are most of my players, so that shouldn't be a surprise.  You have to be careful that they don't overshadow the PCs, however.  In my last campaign the characters' friendly rival was Roy Chapman Andrews, and I had to make sure that he was annoyingly competent without taking away from their glory in the end.

Ordinary or maybe highly competent people in extraordinary situations.  I don't see it though as low powered supers, nor do I especially enjoy that interpretation.

Journeying to the lost world and fighting dinosaurs.
