I see where you are coming from, and we've been talking a bit about doing called shots the V&V way Roll to hit once with a , then roll to hit again to specify location (maybe with a negative mod). If the second roll misses you still hit the target just not as a called shot.

as for the leathlity of the damage, I guess that's a matter of taste, or playstyle or what have you. My players have actually voiced complaint over how easy it is to die in true20, but I think the conviction points keep things from getting too severe. It's interesting that you think the damage should be more lethal. Personally I would hesitate to leave a PC out of the action for too long. Once again, just a difference in preference. I just like the scope of the Ringworld, I'd probably pulpify it somwhat, as I do with everything I touch- which makes me think of Jack Vance's "Big Planet" which might be another good setting.

As with you, though, all this is just my opinion.

Perhaps lethality was a poor choice of words. Louis and Chmee for that matter were walking wounded for much of the books. Perhaps a means of claerly tracking locations and enforcing modifiers for abilities that use those areas.

As for a method, not pimping here, but my system (Iridium System) uses hit locations. A to hit is rolled and if successful, a targeting skill check is made. If successful, it hits one of ten locations of the attacker's choice. If not, a d10 is rolled for random location. People get pounded in the head and chest alot. The Iridium System is free and OGL here.

Ringworld would be a challenge to mesh with a system but I would love to see it come back as an RPG. I moss playing my space faring explorer type. :(
