Title: BRP Sin City?

Can the new BRP handle a Sin City campaign with its noir atmosphere and ultraviolence?

"BRP" and "ultraviolence" do not marry exceptionally well, unless you want players to make a new character after pretty much every combat or two. You could (and you should) add some of the optional rules from Pulp Cthulhu to make characters a bit more durable so as to encourage a playstyle more in line with Sin City proper.
Atmosphere is not a matter of rules and it's not influenced by system.

Don't use hit locations, as any good hit to certain body parts will take you out immediately. Other than that I would just ensure that there is a big gap between PC and NPC skill levels and see how it goes. I ran a Conan/Kull inspired game like that once and it was pretty bloody fun (though I imagine that availability of guns can tip the scales a bit here)

I would actually say find some pulp rules for Savage Worlds over BRP. Even Pulp Cthulhu is still a tad more lethal than something combat heavy like Sin City.
