Has anyone encountered a BRP-based system covering elven glamour (innate illusion, deception, maybe tied to the seasons or the land) either in print or fan work on the net? Something that feels mechanically ​different​ to just another spell list?

Only the last of these is anywhere close to BRP or directly responsive to your question, but the rest might serve for inspiration:
- Red Tide has a "scion" race-as-class for elf/human changelings who have a vaguely fairy-like set of powers.
- Castles & Crusades Codex Celtorum has 15 dense pages of fairy spell-like abilities, some of which are tied to moon phase or seelie/neutral/unseelie alignments.
- The old Ars Magica supplement "Faeries" had a good short list of broader fairy powers.
- Fourth Edition King Arthur Pendragon is when they started codifying Celtic Magic which has some fairy ties.
