I'm just guessing, but limitations on personal communication and information technology seem to be the great threshold for that decade.  Much the same issue has been discussed with regard to Transhuman Space, where many of the usual tropes of RPG adventure get holes shot through them due to the instantaneity of communication and information transfer.  Similarly, there are a lot of curves you could throw your players simply by taking away cell phones, personal computers, and the Internet.  Anyone remember what it was like when you needed to make a phone call, but A) you needed to find a phone booth, and B) you needed change to make the call?  Simple things like that, used at the right moment, can introduce a lot of tension to a game session.
