It was originally written as a post-apoc sourcebook for TMNT actually.  It only got spun off into it's own game after they dropped the license.  It is effectively Palladium's attempt to continue the mechanics of TMNT without the Turtles license itself.

Yep.  And man, it is FUN.  :)

I'd definitely recommend picking it up.  Designing mutant animal PCs is like a mini-game unto itself, and just doesn't seem to get old.  Definitely worth the 20.95 (though I imagine you can find it cheaper used, if you don't want to shell that out to Palladium directly).

TMNT was the summa cum laude grad of the Palladium family. ATB doesn't have the awesomeness of the turtles, but has it's own charm. It certainly earned its magna. :D
