As for your first paragraph, I would agree; particularly in a setting like Albion where there's anarchy and a civil war going on, so not only might they be bandits, worse still they might be Lancastrians! (or yorkists, depending on who's side the local lord is on)
Again, this only applies in those settings where "adventurer" isn't held up as a noble and worthy almost celebrity-like profession.

As for your second paragraph, I would disagree with that in general.  Certainly, SOME groups might be that way, but most PC groups, unlike bandits, tend only to have a capacity for and accept "extreme levels of violence" against the very forces the local lord probably wants to be rid of: monsters, goblins, and yes, bandits.
