Ehm, no, in case of executions and situations like that death is automatic...

If he just had the drop on you and rolled the bare minimum damage, the damage multipliers should have killed you nonetheless (but I don't remember third ed. that well)

There is Gurps Mysteries, by the same author of Gurps Cops. It's a more neutral discussion on running crime adventures.

You could also have a look to Dogstown. It's geared toward playing criminals rather than cops, though (which could be handy for a "the Shield" campaign).

For a non-rpg reference, I suggest "Homicide" by David Simon. It's the tale of one year spent by the author together the Baltimore homicide class.
