If you really want a CCG I think MtG is still the resounding winner. There are a lot of ways to get in without going broke, but it requires your friends/opponents to agree to things like drafts. A better option lately seems to be Living Card Games (LCGs) with a more finite pool of cards that you select from. They aren't necessarily cheap, but they do curb the "whoever has the most cash wins" phenomenon.
