19 sounds better, yeah.

I didn't have a really solid model to use to convert AC, hopefully that'll get more obvious over time.

I'm hoping 5e has something like Pathfinder's monster guidelines. For those who aren't familiar, PF lays out the range of scores appropriate for different CR values, with some wiggle depending on role.

(Interestingly, if you take the PF version of Will-o'-wisp, it's AC is 26. Removing size bonus and deflection takes it to 20...)

Considering that Phandelver doesn't even include stats in the module text, I would assume that you're supposed to grab pdfs from dndclassics and roll with the changes.

Heck, I have done it with Savage Worlds.  Seems 5e should be a cinch.  You might have to scrounge some stats here and there, but there's always the "file off the serial numbers" approach.

Phandelver has the stats for everything in the module separately in the back.
