Microsoft Publisher, I get every version free so I can't complain.  It does layout, book format, print to PDF and handles layers and graphics positioning half-decently.

I might have the most unneccessary list of all.

InDesign (page layout), Photoshop (or GIMP these days), InkScape (like Illustrator), Lightwave (for the 3D), Terragen (landscapes), Google Notepad (or Google Docs a bit more) and a little A6 notebook.

Is there a free program that lets you lay out text and pictures, and can create a 300 dpi final file?

Pretty sure Open Office can at least do the first two out of three.
The main problem with government is the difficulty of pressing charges against its directors.

Given a choice of two out of three M&Ms, the human brain subconsciously tries to justify the two M&Ms chosen as being superior to the M&M not chosen.

Answering my own question, Scribus seems good from the description. I'll download it and see.

EDIT: This reminds me - why don't computers come with free stuff like this already on them?
